Policy on Beit Am Committee Formation

The purpose of this policy is to clarify the procedure for the formation of committees, and to provide a starting point for consistency in the structure and function of committees chartered by the Board and not otherwise described in the bylaws.

Procedure

Committees may be started in many ways, but each ultimately must have a charter to be explicit about its role. In a case where the Board initiates a committee, the President, with the advice and approval (by majority vote) of the Board shall designate one or more Beit Am members to draft a committee charter. Committees may also be initiated by members who may suggest the need for a committee to the Board and even propose a charter. In all cases, the Board shall review and approve a charter, and the President, with the advice and approval (by majority vote) of the Board, shall appoint the committee chair(s).

Committee Charter

All Beit Am committees shall have charters approved by the Board. The charter shall describe, as appropriate, the following:

  • Scope of the committee responsibilities
  • Schedule for committee’s work
  • Reporting relationship to the Board and other Beit Am committees, employees, volunteers or other entities
  • Capacity for and limitations on committing or expending Beit Am funds
  • Limits, if any, on the capacity of the Committee to represent Beit Am to other entities
  • Committee membership and method of member selection
  • Record keeping requirements
  • Quorum and voting rules
  • Termination date or criteria

The Board recognizes that not all committees will need to address all of these elements in their charter. 

Membership

While each committee charter shall describe the method and selection of committee members, it is the policy of Beit Am that voting members of any Beit Am committee will be current members of Beit Am. In special circumstances, and upon request of the committee chair, the Board may authorize a non-member to serve on a committee in a non-voting capacity
